  • Demonstrated leadership, versatility, and integrity
  • Experience in Pakistan is preferred
  • Fluency in English required, Urdu language skills preferred.

Job Description

Mott McDonald seeks a Chief of Party for the anticipated USAID-funded USAID Climate Smart Energy Activity (USAID-CSEA) in Pakistan. This activity will support the Government of Pakistan (GOP) in the implementation of its Nationally Determined Contributions (NDC). The anticipated activity objectives are as follows:
Objective 1: Investment Mobilized: This objective will focus on working with the public and private sector partners to mobilize resources to deal to reduce GHG emissions by implementing clean energy generation, waste-toenergy/biogas projects, reduction in methane emissions, etc.
Objective 2: Regulatory Structure Developed and Institutional Capacity Increased: The work under this objective will primarily focus on enhancing the GOP’s capacity to understand the climate change issues in depth and conduct research and develop response, strategies, policies, regulations. Such issues include but are not limited to the assessment of methane emissions and identification of potential activities to reduce methane emissions, energy efficiency standards for appliances and green buildings, distributed generation regulations etc.
Objective 3: Support the Private Sector for Net-Zero: USID will partner with businesses to review their needs, priorities, and main obstacles to achieving net zero. Through a process of co-creation, USAID will identify ways to work with them in reaching common goals.

The Chief of Party (COP) Responsibilities will include:

  • Provide overall leadership, management, and technical direction for the Program, in coordination with USAID Pakistan
  • Serve as the primary liaison with USAID on strategic, managerial, and technical matters, including responsibility for making key decisions and solving programmatic challenges in a timely manner
  • Ensure compliance with all USAID rules and regulations, contract requirements, and Mott McDonald policies and systems
  • Apply expert understanding of climate change adaptation, resilience and disaster risk management to strengthening Pakistan capacity to address climate change challenges
  • Liaise with and maintain effective working relations with senior Government officials of partner countries, stakeholders, international organizations, private sector partners, NGOs, civil society, U.S. Government agencies, and USAID Missions
  • Communicate clear expectations to project staff and partners and establish an operating environment that encourages integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Mott McDonald’ policies and procedures
  • Provide general oversight of the project, including overall responsibility for the project’s operations, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners.
