Title: IT Specialist

Duty Station: Islamabad, with frequent travel to Peshawar and the Merged Areas

Type of Contract: Consultancy

Contract Duration: 6 months


The Merged Areas Governance Programme (MAGP) is a technical assistance project supporting the Provincial Government in transforming the lives of the people of erstwhile FATA through integration with Khyber Pakhtunkhwa (KP), the extension of civilian governance institutions, and socio-economic development. MAGP aims to identify opportunities for transformative development through innovative approaches that effectively respond to the complexity of the context.

The GoKP is committed to an unprecedented programme of accelerated development through 2030 to create opportunities for the people of the MAs and provide services at par with the rest of the country while consolidating stability. MAGP works hand in hand with the GoKP across many functional areas to support this process.

Against this background, MAGP is recruiting an Information Technology (IT) Specialist to support the programme in its technological innovations and solutions for delivering key programmatic outputs.

Objectives & Targets

To support the development of technical systems and applications, resolve Programme IT challenges and implement suggestions/modifications for optimal functionality.

Reporting Structure & Co-ordination

The IT Specialist will report to the MAGP Program Manager/Team Lead and will work under the technical tasking and oversight of the Lead Economic Adviser (LEA). Day-to-day reporting may be to a designated supervisor under delegated authority, as required

Detailed Results

  • Conduct a comprehensive assessment of current digital softwares, applications and IT solutions implemented across the MAGP.
  • Evaluate effectiveness, processing, data flows and identify application bugs, vulnerabilities, and possible scalability of existing systems.
  • Identify areas of improvement and propose solutions to the management and program teams to enhance performance.
  • Collaborate with field implementation teams to understand the needs and objectives for technology-based solutions, and design optimal field implementation protocols for these solutions.
  • Design new innovative and efficient digital solutions tailored to meet program requirements according to the context of MAs.
  • Serve as a liaison between MAGPs software developers and the program team, offering guidance to the program team on devising an effective implementation strategy.
  • Coordinate the programmes IT activities with internal departments and external counterparts.
  • Provide technical assistance to the Program team in designing digital applications and technology-based solutions in MAGP activities.
  • Technically review Development Products (DP) related to digital applications, Portals, and management software
  • Ensure that sector-standard protocols are maintained to host digital applications at the developers’ end.
  • Review the quality standards for all digital applications and software ensuring data protection, privacy protocols and uptime protocols.
  • Additional tasks and responsibilities assigned by Lead Economic Advisor

Skills & Competencies

  • Ability to develop technically sound IT products
  • Excellent technical evaluation and software planning/designing
  • Sound knowledge and practical understanding of digital applications, software, and ERP solutions
  • Excellent communication skills and collaboration skills with multiple stakeholders
  • Comprehensive knowledge of the sociocultural and economic topography of the Merged Areas
  • Ability to write technical documents and report in a timely and succinct manner
  • Demonstrable IT product analysis skills

Minimum Qualifications and Experience

The candidate must possess the following experience:

  • Masters degree in computer science/ software development, from a reputable university.
  • At least 10+ years of experience in IT development and solutions, with demonstrated three years experience in Android and Mobile application technologies
  • Experience of Front-end and backend technologies including (HTML, JavaScript, PHP, Python)
  • Must have practical experience in Digital applications, Software, and ERP solutions
  • The candidate needs to be an expert with knowledge and experience in the IT development sector of Pakistan.
  • Good understanding and knowledge of KP region, especially the MAs
  • Fluency in the English and Urdu is required. Fluency in Pashto is highly desirable.
  • Excellent interpersonal communication skills.
  • Availability to provide intermittent technical inputs.
  • Ability to work under stress and to multi-task.
  • Acting as a team player and facilitating teamwork.
  • Excellent skills in report writing.
  • Positive attitude with a mindset to deliver development services in a professional manner.
  • Self-development and initiative taker.
  • Ability to manage conflict.
  • Work experience with international agencies
