Organizational Context and Scope: –

Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan (GoP) to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice.

Under the direct supervision of Finance Officer and overall supervision of the Chief of Mission (COM) and the Head of Resource Management Officer (HRM) and in cooperation with the Department of Resources Management (DRM) at Headquarters (HQs) as well as the Administrative, the successful candidate will be responsible and accountable for managing the budgetary, financial resources and functions of the Mission.

Responsibilities and Accountabilities: –

  • In coordination with Finance Officer, monitoring and overseeing the financial management including the oversight of financial expenditures and accountability, as well as undertaking financial analysis and interpreting reports of all activities of IOM Pakistan.
  • Monitor the budget control process and analyze variances between budget and actual expenditures and outstanding commitments.
  • Ensure that all financial activities are implemented in accordance with financial, procurement, and accounting procedures. Adhere to the internal controls in place to safeguard assets, control petty cash and prevent fraud and make recommendations on procedural improvements to strengthen internal control.
  • Monitor the progress of month-end closing and oversee the resolution of material issues concerning the accounts and projects.
  • Ensure the accounting data entries in the PRISM, are in accordance with IOM financial rules and practices, and maintain accurate records of PRISM entries including hard copies of all vouchers and supporting documentation.
  • Undertake quality control checks on vendor/customer accounts, ensure they are reconciled, and cleared in a timely manner, and review all other outstanding financial matters with banks and suppliers.
  • Coordinate the preparation of donor financial reports in accordance with IOM rules and established procedures.
  • Prepare and send monthly accounting reports to Manila and ensure that these are submitted on a timely basis and are completed according to IOM Accounting Policies and Procedures.
  • Participate in the preparation of the annual budget for the Mission, monitoring budgetary control and reporting irregularities between budget and actual expenditure. Assist in the preparation of budgets for new programs.
  • Assist FO in preparing the projectization for monthly staff & office costs. Check payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
  • Assist in training local finance staff on IOM financial policies and procedures; facilitate and support knowledge building and sharing in IOM’s financial policies to other staff in the Office and Sub-office.
  • Maintain all accounting files and make the necessary updates both manually and electronically. Assist in facilitating financial audit of projects in accordance with donor agreements.
  • Ensure timely preparation of monthly mission funding requests with an effective estimation of mission expenditure including coordination with sub-office and income transactions.
  • Prepare the cash flow, considering the Mission’s activities and to ensure the daily control of disbursements; to ensure the receipt of funds according to the rules of the various donors.
  • Perform other duties as may be assigned.

Required Qualifications and Experience: –

  • Master’s degree in Accounting or Business Administration or a related field with a professional certification as chartered accountant or certified public accountant;from an accredited academic institution with two years of relevant professional experience; Or
  • University degree in the above fields with four years of relevant professional experience..
  • Completed advanced university degree from an accredited academic institution in Accounting or Business Administration, with a professional certification as chartered accountant or certified public accountant.
  • Five years working experience (or seven years of experience for candidates holding a first level university degree) in financial management, accounting and budgeting and good knowledge of human resources management;
  • Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
  • Familiarity with financial oversight and public administration;
  • Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP highly desirable;
  • Audit experience highly regarded.

Skills: –

  • Ability to work independently under minimal supervision.

Languages: –

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in Urdu is required (oral and written).
  • Working knowledge of country different languages is desirable.
