Job description: The Technical Specialist serves as a subject matter expert in health financing and strategic purchasing and leverages that expertise to support the technical program implementation of one or more projects in Pakistan. The Technical Specialist provides technical advice and strategic guidance to internal project teams and external partners (government ministries, local entities, etc.) to promote the design and execution of improved purchasing arrangements for PHC services in Pakistan. The Technical Specialist brings strong quantitative skills and research capacity (typically in health economics, health financing, and strategic purchasing) as well as a solid understanding of the design, implementation, and evaluation of health financing policy reform.

The Technical Specialist will be based in Peshawar and will report to Technical Advisor, KP.

Program Design and Implementation * Provide technical assistance to ensure high-quality program results and execution across projects in health financing.

  • Support the design and implementation of health financing (strategic purchasing) mechanisms such as health insurance, outsourcing, performance-based financing.
  • Create graphics and visualizations of quantitative and qualitative data.
  • Contribute to work planning, coordinating external partners, and leading engagements with public and private sector.
  • Develop monitoring, evaluation, research, learning tools, indicators, and plans.
  • Ensure production of high-quality learning outputs. Provide written input into technical documents, project status reports, blogs, and articles for publication and dissemination on ThinkWell’s website, external sites, and conferences.
  • Contribute to the development of a learning agenda, identify learning products that are suitable for policymakers, program managers, and academics.
  • Draft or revise sections of donor reports and coordinate team member inputs.
  • Communicate with other ThinkWell technical advisors globally to build, share, exchange, and disseminate technical knowledge.
  • Collaborate with other parts of the organization to design technical training and development activities to support and build professional development.
  • Occasionally represent ThinkWell with external partners, donors, or stakeholders at meetings and events.

Organizational and Business Development * Contribute to business development, including desk research, technical input, and proposal and concept note writing.

  • Conduct desk research, including literature reviews, data mining, and analysis on relevant technical and policy issues, and effectively summarize findings.
  • Data collection and analysis for country research studies.
  • Collaborate with Design Lab to collect and pursue new business information and contacts.
  • Publish papers, articles, and blogs. Present at conferences/participate in technical working groups on ThinkWell project-related technical innovations, priorities, and results. Build ThinkWell’s reputation as a thought leader in the field.
  • Consult and coordinate with key stakeholders within government, donors, and other entities to build the ThinkWell program division and reputation.
  • Play a firm-wide leadership role and participate in company initiatives and teams to build intellectual and human capital in health financing.
  • Any other task assigned by supervisor.

Requirements

1. BA/BS and 6+years of experience or graduate degree and 4+ years of experience in the health sector.

2. Relevant work experience in a management consulting firm, bilateral or multilateral development agency, international NGO, and/or government, preferably with some experience working on health projects in Pakistan.

3. Relevant work experience in health policy, health systems and health financing. Adept at communicating technical information to non-technical audiences.

4. Experience with project monitoring and evaluation in the area of health financing will be preferred

5. Established track record of preparing high-quality technical reports, policy briefing materials, and presentations.

6. Demonstrated ability to be a respected team player for political engagement and citizen participation in complex local government-based health planning and participatory budgeting for health.

7. A thoughtful systems thinker with a grounded, pragmatic understanding of the complexities of our work.

8. Demonstrated ability to engage effectively with external strategic partners, donors, and stakeholders.

9. New business development, proposal writing, and fundraising experience.

10. Full written and verbal fluency in English as well as Urdu.

11. Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, and orientations and across work areas.

12. Ability and willingness to travel in-country and internationally up to 25%. The incumbent will be expected to travel within Pakistan and periodically outside of Pakistan to attend ThinkWell meetings.
