Job description: 1. Background

Secours Islamique France (SIF) presents its compliments to PDMA Punjab Province, Islamique Republic of Pakistan. Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, Secours Islamique France (SIF) is a non-profit and non-political organization dedicated to alleviating the suffering of the poorest people. Secours Islamique France (SIF) is registered in Pakistan and has signed an MOU with MOI Pakistan.

2. Project Methodology

Secours Islamique France (SIF) has been present in the Chitral district since 2021 to ensure food security, improve livelihoods, and initiate agriculture development, Cash based Transfer and Food based transfer programming and to reduce the GLOF and flood risk through a project called “Reinforcing local Resilience through Climate Change Adaptation and Disaster Risk Management”. These interventions led to the sustainable development of the disaster-affected communities of the targeted areas. In 2023 in response to GLOF and Flood disasters, SIF designed a project called “Relief and Early Recovery for Vulnerable Communities in Chitral Affected by Recent Floods and GLOFs 2023” for district Chitral Upper and Lower. The project mainly focused on relief and early recovery activities and Disaster Risk Management (DRM). Under the project, one of the purposes was to develop the GLOF disaster risk management plan (GDRMP) for the district government as Chitral, GLOF is the most prevailing and recurrent hazard but to date, there is no such GDRMP developed, and while considering the urgent need SIF plan to formulate a strategic operational document for GLOF disaster risk management at the district level encompassing all the aspects related to disaster management policy, strategies, and actions, along with roles and responsibilities of key stakeholders.

2.1. Specific Objectives:

To strengthen the disaster resilience of stakeholders through a developed GLOF disaster Risk Management Plan”.

3. Terms of Reference

The Consultant will be responsible for the development of a GLOF disaster risk management plan development (GDRMP) in the Chitral district. The Consultant will be responsible for facilitating/conducting the following tasks as follows:

3.1. Scope of Work: Development of GLOF Disaster Risk Management Plan (GDRMP) development

  • Detailed literature review of existing national, provincial, and district-level plans, strategies, frameworks, national/international best practices, and other relevant documents;
  • Document GLOF hazard, vulnerability, and risk assessment profiling at the district level to come up with an informed contextual analysis of the hazard risk environment;
  • To analyze an institutional system for disaster risk management at district levels and provide recommendations for strengthening the same;
  • To develop a comprehensive portfolio of interventions and strategies for GLOF disaster risk management in District Chitral;
  • Undertake consultation meetings at the provincial and district levels with the relevant stakeholders to systematically identify their needs and possible roles w.r.t DRM and related activities;
  • Recommend disaster risk management measures for GLOF hazards and develop Standard Operating Procedures (SOPs) for relevant stakeholders for pre-, during, and post-disaster events;
  • To identify sectoral needs of key District stakeholders before, during, and after the disasters;
  • To identify entry points for mainstreaming disaster risk reduction into climate change adaptation and mitigation.
  • Formulate costed interventions and strategies for GLOF disaster risk management to be implemented at the district level;
  • Prepare an initial draft of the GLOF DRM plan
  • Sharing the plan with the district government and PDMA KP for review and validation
  • Incorporate feedback from relevant stakeholders;
  • Finalize and submit the printable version of the GLOF DRM plan.

4. Deliverables: * MOVs of the consultation process for DRM Plan;

  • MOVs of Consultation and Validation workshops
  • Final District GDRMP of Chitral

Interested parties are invited to submit a Technical and Financial proposal via email to by 4th February 2024.

Applications should include the following:

  • Narrative proposal for meeting the above TOR, including a detailed work plan and a clear description of relevant qualifications and experience (not to exceed 10 pages);
  • Financial proposal, including consultant per day fee-only as all other arrangements will be done by SIF.
  • Annexes of the CVs of expert team persons envisioned as Resource Persons.
  • PDF copy of the same type of district disaster risk management plans as the Sample.

Note:-

  • Consultants/Firms will make arrangements for all workshop logistics, including venue, the printing of handouts and stationery, transportation, accommodation, and meals for participants. Also designing of GDRMP plan printing, etc. Hower after finalizing Consultants/Firms the cost readjust between SIF and Consultants/Firms may be done at the final stage if needed.
  • Consultants/ Firms must submit proof of the same kind of district disaster management plan or disaster management plan they have developed so need to submit a soft PDF copy of the previous work along with the Technical and Financial proposal.
